[Libpqxx-general] macport for libpqxx 2.6.9

Attached is a draft macport for libpqxx 2.6.9, but there is a problem
locating pg_config.

The macports system ignores general PATH settings, but we can specify
environment variables.  Is there an option to specify the location of
pg_config in an environment variable that configure will pick up and
run with?
